刺客信條4：黑旗》時空背景將回到1715年的加勒比海，以《刺客信條3》主角康納·肯威(Connor Kenway)的祖父英國青年愛德華·肯威(Edward Kenway)為主角，敘述愛德華從參與18世紀逐漸結束的私掠戰爭、轉變成為刺客聯盟對聖殿騎士的千年對抗。遊戲中將出現如黑鬍子、查理斯·範恩 (Charles Vane)等多位歷史上著名的海盜王，帶領玩家探索西印度群島的眾多島嶼和廣大海域，重現那海盜的黃金年代。

　　本作將帶來一個巨大的開放世界， 收錄超過50個可自由探索的地點，戰鬥系統方面除了使用《刺客信條》經典的刺客武器外，也將導入多項18世紀武器、並同時著重動作與潛行玩法。而系列作中著名的多人遊戲體驗，也將比以前更加多樣化和殘暴無情。
